Three 2026 early implementation rule changes in effect April 2

The following rule change proposals were passed at the 2026 APHA Leadership Gathering with the request for 2026 early implementation. They’ll go into effect April 2, 2026.

All other rules passed at the 2026 Leadership Gathering become effective January 1, 2027. Read about them here.

The full text for each rule can be found in the “Passed Rule Change Proposals” link on the APHA website, apha.com/rule-book. This document includes the full list of rules passed at the 2026 Leadership Gathering. The updated 2026 APHA Rule Book reflecting the early implementation rules will be posted by April 2.

Early implementation rules in effect April 2, 2026:

  • CONTROL #AM-105—Eliminates the line up in showmanship for International Zones 12, 13 and 14 in the Amateur and Youth divisions, making it possible to show up to two horses.
  • CONTROL #SC-115—Provides exception to the APHA-approved show management certification requirement for secretaries at APHA special events.
  • CONTROL #JU-000—Removes the requirement for APHA judges to judge at least one APHA show per year, as long as the judge stays current on all APHA judge testing, continuing education and remains a member in good standing.
